Bug: Missing images during initial creation (Every video)

User reports that no images are generated during the initial storyboard creation phase for every video they try to create. No error codes are shown. This persists even after the recent fix [REF-RESEARCH:34CSXO]. User is seeing this on every video. They are not seeing any error codes.
